As Councillor Devine's Senior Advisor, Tim is primarily responsible for agenda and issues management, strategic communications, policy and legislative matters, and handles resident issues related to planning applications and financial matters. Tim also works closely with the Councillor on Ward 9 planning & development files and supports the Councillor at Council meetings. Tim combines 30 years of experience and expertise in governance, public policy and communications with an innate understanding of how to move people towards a desired goal, making him invaluable in helping to shape and advance the Councillor's overall mission. Having completed his PhD in Canadian Politics and Political Theory at Queen's University in 2024, Dr. Abray is an award-winning communications consultant who has worked in and around politics and public policy for three decades, supporting senior decision-makers in both the public and private sectors. Tim is a former board member and chair of the Planning Committee for the Centretown Community Citizens Association and has served on various volunteer boards within his communities.

Alex Harris
As a Councillor Devine's Committee & Legislative Assistant, Alex is primarily responsible for supporting the Councillor's work and advancing policy and legislative matters on the Public Works & Infrastructure Committee, the Environment & Climate Change Committee, and the Emergency Preparedness & Protective Services Committee. Alex was the Councillor’s deputy campaign manager during the 2022 municipal election. Having knocked on thousands of doors during the campaign, Alex brings a strong, street-level understanding of Ward 9’s communities. His knowledge of local infrastructure, traffic safety, transportation planning, and gaps in transit service has made him an invaluable part of the Councillor’s team. Alex holds an Honours Bachelor of Arts in Law and Legal Studies (2020) and a Bachelor of Arts in Psychology (2019), both from Carleton University. Outside of work, he enjoys cycling, snowboarding, baseball, and motorsports, and can often be found taking in the views along the trails of the National Capital Region.
Tina Rose
As Councillor Devine’s Office Manager & Community Liaison, Tina is responsible for overseeing resident casework, managing the Councillor’s schedule and office finances, while also supporting Ward 9 community associations and service organizations. Tina handles inquiries related to city services, coordinates meetings and events, and contributes to the Councillor’s newsletter. She plays a key role in ensuring that the Councillor's time is well-focused, that the office runs smoothly and that residents feel heard and supported. Tina brings over a decade of experience assisting senior leaders and community organizations. Her calm but disciplined approach to organization, strong communication skills, and genuine passion for public service make her an invaluable part of the Ward 9 team. Tina thrives on building connections, solving problems with care, and engaging meaningfully with community members to help teams and neighbourhoods succeed. She is deeply committed to public service and continues to be actively engaged in supporting inclusive, responsive local government.
Duncan Rae
As Councillor Devine's Special Projects Advisor, Duncan's primary responsibility is to provide support and guidance on a wide variety of projects that Councillor Devine is focused on, notably the Transportation Master Plan, the New Zoning By-law, the Baseline-Merivale Secondary Plan, as well as our office's self-initiated goal of developing new rapid transit corridors as part of a better long-term vision for transportation in Ottawa. A well-known figure in Ottawa's urbanism community, Duncan is a self-taught spatial designer whose imagination for innovative urban and transportation planning is matched by his ability to quickly convert complex plans into compelling visual renderings. Duncan's contributions have made a significant impact on Councillor Devine's ability to translate vision into reality, often leaving the Councillor's audience asking, "Who made these amazing images?"
